Anne U. Clutterbuck

 

 

Anne Clutterbuck was first elected to Houston City Council in 2005 to represent the people of District C in Southwest Houston.  The residents of District C re-elected her in 2007 by an overwhelming margin.  In her 3rd term as a Council Member, Anne pledges to continue to serve as a full-time advocate for the needs and interests of the District C community. Anne is committed to providing outstanding constituent service, promoting a fiscally responsible approach to City spending, and advocating policies based on open dialogue, consensus building, and the exchange of complete and accurate information.

 

In January 2007, Mayor Bill White appointed Council Member Clutterbuck as the Chair of the Budget and Fiscal Affairs Committee.  This committee considers all City fiscal matters and discusses proposals intended to improve the management and efficient delivery of City services.  The committee spends several weeks each year conducting an in-depth review of the $3 billion annual budget for the entire City, and then it meets regularly to review the monthly financial and operations reports and the quarterly investment reports.  In addition, the committee also has oversight over Houston Municipal Court reforms and the pension programs offered for municipal employees, firefighters and policemen.

 

In addition, Council Member Clutterbuck is a member of several other Council Committees and is pleased that they have jurisdiction over the issues about which she is passionate: the critical need for crime prevention and adequate police staffing, flood control, and quality of life.

City Council voted in January 2008 to have Council Member Clutterbuck serve as a representative for the City of Houston on the Board of Directors of the Houston-Galveston Area Council, a 13-county regional consortium that brings local government officials together to consider issues affecting our collective areas, including transportation, air quality, community and environmental issues, public safety and security, human services, cooperative purchasing and regional data, and geographic information system services.  For the last two years, she has served as Chair of the Houston Birthday Party and Hall of Fame induction celebration. 

 

Anne is very proud to have successfully completed the Houston Fire Department’s rigorous “Fire-Ops 101” training program during her first term in office.

 

Before joining City Council, Anne Clutterbuck worked for many years in the community both as a volunteer and in public service.  Anne has over 17 years experience working on federal legislative issues, including seven years as the District Director for U.S. Congressman Bill Archer, where her key duties included overseeing constituent services and flood control issues for the 7th Congressional District of Texas.  Anne has also been an active volunteer in her neighborhood civic club, where she served several terms as a director and as President for two years.  For many years prior to 1989, Anne was a part owner of 5-P Photographic Processing, a small business that was the leading professional photographic processing plant in the region, employing over 75 people in 4 locations and providing quality processing to Houston area photographers and businesses.

 

A lifelong Houstonian, Anne has lived in District C since 1989.  She received her undergraduate degree from Baylor University and her law degree at the University of Houston Law Center.  She graduated from Bunker Hill Elementary, Spring Branch Junior High and Memorial High School, where she was involved in student government and debate and was a member of the Markettes drill team.

 

Anne and her husband John Clutterbuck have two school-age children and are members of First Presbyterian Church, where Anne has taught Sunday school and run the summer vacation bible school.  She is a Board Member of the Houston Holocaust Museum, Southwest Houston 2000, and the Westland YMCA.  She is also a member of the Advisory Board of Trees for Houston, an Ex-Officio Trustee of the Board of Trustees of the Museum of Fine Arts Houston, and an Ex Officio Director for the Houston Livestock Show & Rodeo, as well as a member of the Houston Livestock Show & Rodeo Speaker's Committee.  She has also been a proud little league and soccer team mom, school and community volunteer, triathlon competitor, cyclist, and amateur beekeeper.
